First, the naming confusion
Phenolic plywood, film faced plywood, shuttering ply, formwork board. On UAE construction sites these names get used for the same product, and sometimes for different products, depending on who you ask. That causes real problems when a site engineer orders one thing and the supplier delivers another.
Here is the short version. Film faced plywood is plywood with a phenolic resin film pressed onto both faces. The film is what gives the board its smooth, brown or black surface and its resistance to wet concrete. So all film faced plywood is phenolic faced. But not all of it is built the same underneath, and the difference underneath is what decides how many concrete pours you get out of a sheet.
What the film actually does
Wet concrete is alkaline and abrasive. Pour it against bare plywood and the surface fibres soak up water, swell, and tear away when you strike the formwork. The phenolic film blocks that. It also releases from cured concrete cleanly, which is why a good film faced board leaves a fair faced finish that needs little or no plastering.
Film weight matters more than most buyers realise. It is measured in grams per square metre. A 120 gsm film is standard for general shuttering work. Boards for high reuse or fair faced architectural concrete usually carry 220 gsm or heavier. If a supplier cannot tell you the film weight, that tells you something too.
The core is where cheap boards fail
Two sheets can look identical on the outside and behave completely differently after three pours. The difference is the core.
Poplar core boards are the cheapest and the lightest. They are fine for single use or low rise work where the board gets 3 to 5 pours before it goes to waste. Combi core boards mix hardwood and poplar veneers and typically manage 8 to 12 pours with reasonable site handling. Full hardwood or birch core boards are the heavy duty option. A properly made birch core film faced board can survive 15 pours and more, which is why European contractors specify it even at double the sheet price.
The glue matters as much as the veneer. For formwork you want WBP phenolic bonding, the same boil resistant glue line used in marine plywood. Boards made with cheaper MR glue will delaminate at the edges after the second or third soaking, no matter how good the film looks.
A quick cost per pour calculation
Buyers in the UAE often compare film faced boards on sheet price alone, and it is usually the wrong comparison. Take a cheap poplar core sheet that survives 4 pours against a combi core sheet at maybe 40 percent more that survives 10. Divide price by pours and the more expensive board costs roughly half as much per use, before you count the labour saved on replacing failed sheets mid project.
For a villa project with one or two pours, buy the cheap board. For anything with repeated slab cycles, the maths flips fast.
Checks to run before you accept delivery
Look at the edges. Every edge should be sealed with paint, usually red or black. Unsealed edges wick water into the core and that is where delamination starts. Check the faces for film blisters, patches and pressed in debris. Weigh a sheet if you can. An 18mm 1220 x 2440mm hardwood core sheet should feel noticeably heavier than a poplar core one; a big weight gap across sheets in the same pallet means mixed cores. And ask for the film weight and core specification in writing on the quotation, not just “film faced ply 18mm”.
Sizes stocked in the UAE
The standard sheet here is 1220 x 2440mm. Thickness runs 12mm and 15mm for wall shutters and light work, and 18mm for slabs, which is the bulk of what moves through Dubai and Sharjah yards. Some suppliers also carry 21mm for heavy civil work, though it is usually an ordered item rather than stock.

FAQ
Is phenolic plywood the same as marine plywood?
No. They share the WBP phenolic glue line, but marine plywood has no surface film and uses selected face veneers for boat and joinery work. Phenolic film faced plywood is built for concrete formwork. Using marine ply for shuttering works but wastes money; using film faced ply for marine joinery does not work at all.
How many times can film faced plywood be reused?
Poplar core boards manage about 3 to 5 pours, combi core 8 to 12, and birch or full hardwood core 15 or more. Site handling changes these numbers a lot. Boards that are cleaned, oiled with release agent and stacked flat last far longer than boards left in the sun with concrete stuck to them.
What thickness of film faced plywood is used for slab formwork?
18mm is the standard for slab work in the UAE. 12mm and 15mm are used for wall and column shutters where the board is fully backed by the shutter frame.
